Generous benefits including the DROP program have contributed to DPFPs problems, as have its investments. The pension plans portfolio contains a number of illiquid, high-risk investments, including a real estate portfolio that currently makes up more than 23 percent of the pensions investments and has much of its assets tied up in direct deals. These investments have contributed to the poor performance, and the overall illiquidity, of the fund in recent years. For the fiscal year ending June 30, the pension plan, which has a funding ratio of 45.1 percent, has a 10-year annualized return of 2 percent, placing it in the 99th percentile among its peers. A proposal currently before the DPFP membership would require the city of Dallas which has been making its pension payments all this time to put in $1.1 billion to fill the pension deficit gap (the city and police and fire employees both contribute to the pension fund). Based upon parent demand, in September the school plans to add eight new third-, fourth- and fifth-grade classes, housed in two new temporary trailers. Eventually Lavelle will open classes for kindergarten, first and second grades as well, all to be housed in the new CC3 building. Admission to Lavelle is by a lottery that takes place in early spring. Lavelle Academy Principal Mary Petrone, who retired in June as principal of PS 19, West Brighton, said the elementary-grade classes are in demand with Island parents because of Lavelle’s small class size and creative approach to teaching. Classes have no more than 19 students, a teacher, and teaching assistant, and about half the students have special needs, she said. Students are grouped in clusters according to their needs. Petrone said the classes are a blend of “differentiated learning” and “inclusion” where every child is taught and learns according to his or her specific needs. As a teacher presents a lesson, a teaching assistant walks around and makes sure that each student is catching on. Classes are often interactive, with students called to the front to present concepts the teacher has gone over.
Highway 31 between Columbus and Seymour opens to traffic Wednesday, Nov. 23 three weeks ahead of schedule. “A safer, smoother U.S. 31 opens to welcome Thanksgiving travelers between Columbus and Seymour,”said INDOT Commissioner Brandye Hendrickson. “Construction begins late next year to modernize nearby I-65 as part of INDOTs record-setting investments in its roads and bridges.” INDOTs contract allowed Milestone Contractors to close U.S. 31 for 240 days to build a new 382-foot bridge over Sand Creek at the Bartholomew-Jackson County line. During the closure, U.S. 31 approaches to the bridgelocated 7.2 miles south of State Road 7 were raised five feet and ditches were cut on all sides. In addition, a culvert was replaced north of Sand Creek and an arch structure was built south of Sand Creek at Quade Ditch. INDOTs U.S. 31 project also called for building a single-lane roundabout at C.R.
